Your rarity score in DragonFable is a very ineffective way to determine how rare or "tough" the items in your inventory are to acquire. This means the higher your rarity score is, the more impressive the items you have must be! Some items that have a high rarity score are otherwise completely useless, like the "Stone of Falconreach," which I think has a score of 100 rarity and can't do anything for you.
1300 That is not true, even if you check the scholastic website it shows that it can be more than 1300. My son scored over 1500. Unfortunately, I have not seen any information regarding the top score. Possibly asking scholastic would help clarify.
