There are no Houndour or Houndoom in FireRed/LeafGreen. You will have to have Emerald to get Houndour.
To find Houndour in Emerald version you need to go to the Safari Zone, and you need to go to Area 6. Area 6 is found in the North East of the Safari Zone and is only reachable after defeating the Elite Four.
