There is a cave above mossdeep city that has a map that will look different depending on what time it is, it will either be high tide or low tide. Go to the cave when it is low tide and go north and explore around there until you find an area full of ice, there you will find many ice Pokemon such as Spheal and on rare occasions you will find snorunt which evolves into the highly powerful ice Pokemon Glalie.

A good place to look for Ice types is Shoal Cave; Surf north of Mossdeep to access the cave. You should be able to find Spheal commonly. Bring a Pokémon that can Strength during Low Tide to have access to the Ice Room, where you can also find Snorunt. I recommend you catch a Spheal, for it is both Ice and Water type and has access to Ice Ball, which when combined with Defence Curl gives you a powerful move. :0

There's no TM dive in pokemon fire red but there is in emerald, saphirre and ruby. But the way is to level up pokemon (seel level 41,dewgong level 45) to get TM dive (in firered).

Ice Punch cannot be found as a TM in Pokemon Platinum. Ice Punch was TM 33 in Pokemon Gold and Silver but TM 33 was changed to Reflect since then meaning Ice Punch is no longer a TM move.
