Beer (using the broad definition of any fermented grain here) is something that happened many different times in many different places. It's likely that any society that settled down and began farming accidentally discovered beer at some point (in fact there are those who think the discovery of beer encouraged farming, not the other way around).

All you need to make accidental beer is some grain in an open container, and some rain. The rain fills the container and draws some sugar from the grain into solution. Naturally occurring yeast and bacteria float into the mixture and set up shop; fermentation occurs and you have very primitive beer. If some brave soul tries this stuff and enjoys the effects, well, there you go.
