You get HM04 in the lost Tower which is at the top right hand corner of Rt. 209, south of Solaceon town. You have to go to the top of the lost Tower. You have to fight a minimum of 4 battles so make sure your Pokemon are healed. When you get to the top of the Tower, there are two old ladies there. The one on the right gives a Cleanse Tag that didn't really work for me because when I went out, two Gastly's stopped me. The old lady on the left give you HM04.
