First you'll see a television show that says latios/latias has been seen flying around. then it just appears in the wild at random i think . .i caught mine while Surfing towards the Pokemon league place. . . but as i said i think its just at random.
after you beat the champion and go through the credits you will be at your house go down stairs and after your dad leaves the TV will say a bzzzz Pokemon has been sighted flying around hoen and your mom will ask you what color it was if you say it was red then ladias will be running around or if you say blue ladios will be running around. they will be any where grass water etc.
