You have to go to pewter city its located behind brock's gym.Once you enter talk to the guy on the very right of the museum and he will say, I revive fossils, come back later for it and i will have it ready for you.
Note; Remember to have at least one space for the Pokemon IN YOUR PARTY when you go back to get it.
He also says go and smash rocks at the Ruins Of Alph if you want to find fossils
