You Need:
Surf, Paitence, Fly and a Pokemon with Sleep Powder/Spore/Yawm/etc.
Fly to Rustboro and go North to the Water Path and Surf, after 5sec you will see the Woman training that you might've versed before. Continue up and you will see another place to land. Go through and there're some Trianers, Berries and Focus Punch. in the grass are some Jigglypuffs, now use your Paitence because they're rare but worth it.

∙ 11y agoYou must have a Pokemon with move SURF to do this... Go to Rustboro City, move north to Route 115 until you reach the seashore, use SURF and move north, there will be some rocks, just get past them by finding a way... You'll find an area there, where there are some trainers... at the northern part of that area, there will be some grass patches, go there, move back and forth and wait for a Wild Jigglypuff to jump on you... They're a little rare so be patient...

You can find Jigglypuff in the Safari Zone, on the Pokewalker, and routes 3 & 4.
Simple: Go to the Safari zone and play the game go to the swamp area (if you havent changed the areas got to the top right sqaure) and walk around in the grass you will probably see Paras or Jigglypuff if Jigglypuff use bait and then a ball hopefully it will work
