Everyday there will be a random swarm of Pokemon in a certain route. To find out about this swarm, talk to Lucas'/Dawn's sister in Sandgem Town in one of the houses. She'll notify you which swarm of Pokemon is there today and where to go to find them. If she tells you there's a swarm of Absol in Route 213, travel to that route and walk around. The chances of finding an Absol is 40% when there is a swarm.
