You would have to be really lucky in order to find a Heracross. Today I found a Burmy in the Floroama Meadow, slathering 10 honeys on the tree. Last month I obtained an Aipom, on the first honey tree in Route 215 I think it was. However, if you happen to have Ruby, Sapphire, Emerald, FireRed or LeafGreen, you can catch Heracross in the Safari Zone (RSE) or Pattern Bush (FRLG), and just migrate it if that's easier (well, it is :P).
