Where do you find a strong Pokemon on Pokemon Vortex?

Anywhere. You just have to have good luck. You can find legendary Pokemon if you beat:

1. All the Gyms

2. All the Elite 4

3. All the Champions

4. All the Battle Frontier

well vortex isn't attachly a Pokemon game its just a cheap ROM where some guys have changed some of the Pokemon's arms and bodies, its illegal. You should just shut up n answer the question and you go under maps and catch them.
