At the PokeAthlon Dome, you can buy stones (though not all are available in one day) using your Battle Points.
You can also talk to an old man in a house at the end of Cerulean Cape to the right (after battling the many trainers) who will ask for a certain Pokemon by describing it to you. If you bring it to him, you can get a stone for the type of Pokemon you bring to him.
If you have certain people's phone numbers, they might call you and tell you that they found something and want you to have it.
Water stones cannot just be found anywhere in these games.

Why is SoulSilver more expensive than heart gold?
There both the same, just some Pokemon appear more in Soulsilver than in Heartgold, same with Heartgold to Soulsilver. Also, Lugia, in Soulsilver, is level 45 when you find it, but in Heartgold you find him level 70, in Soulsilver Ho-oh is 70, but in Heartgold, he is 45. There is VERY little difference's between the two games. Also, not to be mean, but you spelled silver in Soulsilver wrong.
