∙ 12y agoYou can't, unfortunately. You must either hatch the Happiny Egg you receive from the Traveling Man in Hearthome near the exit to route 209, or catch a Chansey in route 209-210 and train them until they're happy with you and they'll evolve into Blissey.
Happiny can evolve with the Oval Stone attached, so try to train it until it gets happy with you, then let it hold the Oval stone, level it up again for a Chansey and level it up again for a Blissey~

Yes, there actually is a way for Blissey to know counter. First, you must have a Male Breloom (I know for a fact that Blissey is only female) that knows counter. You must then breed the Blissey with the Breloom. The Chansey (or Happiny) will know counter as an egg move (this usually works, otherwise tell me so)
