You can find the item on Route 13 by talking to a man in sunglasses who gives a random item each day. On Route 18, you can find one north-west of Backpacker Sam, but you will need a Pokemon that knows the move Strength.

For black dragon (zekrom) Go to n's castle AFTER you beat the league in the story line. When you reach n (the shadow triad will guide you) zekrom will appear in storyline. You will have to catch him. Black dragon is lvl 50. For gray dragon (kyruem) Once you beat n go to lucnosa town and talk to everyone there. Then go to giant chasm and get to the dead center. The gray dragon will cause a blizzard allowing you to reach it. Gray dragon is lvl 75. For white dragon (reshiram) Trade from black.
