If you're talking about the thing that lets you get Ho-Oh in Soul Silver, you have to get to Kanto and go to Pewter City. Then near the Pokemon Center there is an old man to the right. When you talk to him you will get the Rainbow Wing. The go to Ecruteak City and go to the Barrier Station that leads to the Bell Tower. The when you get through a little puzzle ( or maze) then when you reach the top of the bell tower Ho-Oh will be waiting for you.
