You can find it at Cerulean city, a Team Rocket guy should be there. Follow him around until he tells you where he hid it. He'll tell you he hid it in the Cerulean City Gym. (Note: he won't tell you until after you battle him.)

go right all the way, surf down, and you'll get there (same way as getting zapdos in earlier games)

You have to go to the gym misty is at then talk to the guy outside of her gym and he will tell you. Then you go inside and you see him he will talk to you. He leaves then he goes to the bridge near to bill's house in the Kanto region. There you have to battle him then when you defeat him he will say he hid the missing piece near the tubes. So you go back into the gym and use your dowsing machine. Then when you find it go to the power plant and talk to the manager. Heads up the item is near the tubes close to where you battle misty.
