You have to have the Celebi from the GameStop event (which you should have gotten it's too late now) then go to Castelia city. Go through the middle aisle of the city and go into the first building you see. Then talk to the lady talking to the boy (the boy is zorua).
You go into the the first building on the first street in Castelia City. This is the Game Freak building. Inside who will see a boy and girl, talk to the girl to see Zorua, although you cannot catch him unless you have the Ilex Forest event Celebi from Heartgold and Soulsilver. In this case, just go in the building and talk to the boy.
in castelia city, you will find a crying boy which is in care of a babysitter. You need to bring an event celebi from one of the previous generation games (diamond, pearl, platinum, heartgold, and soulsilver). The boy will transform into zorua and become part of your team.
Edit: Celebii must have been transfered over using the Relocator otherwise the event will fail to trigger.
