Have HM1 move Cut ready and have a Pokemon that can use it (you may want to check at the Celedon City's Pokemon Center to trade Pokemon out). Go to the end of the city (East) and use the move cut on the tree in your way; go through the double building to the "secret place." Go into the house and talk to the girl inside. She'll ask you to keep the place where she's living a secret. If you say yes, she'll give you the Hidden Move (2) Fly.
