Ok, I really hope I remember correctly. i might be wrong. Go to Route 216/217(near Snowpoint). There's a clearing with things like Trainers, the Icy Rock, and some dude in a hut. Dude in a hut(DIAH) is sad because he lost his HM. Somewhere vaguely northeast of his cabin is this tiiiiny greyish shadow. Press 'A' on it and you will have found Strength. If you go back to DIAH he will let you keep it, and give you an icicle plate for your honesty. Sorry if I'm wrong, ~Neko
