You can't get LUCARIO in Pokemon Soul silver. The only ways you can get it are, go to the GTS in Goldenrod and offer something for it, or trade from D/P/PL.
Or you can level up from the Riolu you can get in the Safari Zone.

∙ 15y agoyou can't get a lucario. you need to get riolu in slateport city map. train it and at lv 45 it will evolve to lucario!

∙ 11y agoRiolu can be caught in the grass in Floccessy Ranch or on the Dream Radar app. He will evolve into Lucario through friendship during the day.
