You can buy yugioh game cards at at least 1,000 different stores. Fred myers, Walmart, even rite-aid sells some. 1 of my favorite card shops (I 99% guarentee there's only one of them) is Rivals. They sell pkmn, yugioh, magic the gathering, D & D, warhammer 40,000, Dragon Ball Z, naruto (I think), pirates, and more. (etc.).
My friend told me rumors of dollar-tree even selling 9-card booster packs. I think theres a huge warehouse full of them in Japan.
