Empoleon can only be found in the cold, snowy part of almia. (u use it to sort of surf in the icy waters)
floziel can only be found... remember where there was the fire? in that forest? (i haven't played in a while so I don't remember all the locations) you can find one there and there is a dock where that freakishly angry blastoise is and by those waterways you will find new species of Pokemon to catch, including leafeon!
