Gyarados can be found in the wild by Surfing around Mt. Silver and Lake of Rage. They can also be caught by fishing around Mt. Silver, Lake of Rage, Safari Zone, Fuchsia City, Cerulean Cave, and Seafoam Islands.
Gyarados can also be obtained by evolving Magikarp (Level-20 or higher).

There is no blue gyarados in any Pokemon game, you can only get a red one(shiny) after get 6 badges. First, head east from ecruteak city and go through a cave. Then continue head east, battle some trainers and you will reach a city. Go North until you meet a lake, surf north and you'll see a red gyarados. While you are going to the lake, don't go through the second gate house. If you go through it, some rocket grunts will take away 1000 dollars.
