You get the fishing rod after defeating N and Ghetsis and beating the game. Looker from Pokemon platinum will come to your house and ask you to help him catch the 7 sages and you have to accept (trust me, i tried for a long time) in exchange he will give you the super rod which you can use to get super Pokemon( ha ha pun)
