Where do you get fly in Pokemon LeafGreen?

You need to defeat the gym leader before you can get it. After you beat Maylene (The Gym Leader) and heal at the Pokemon Center (This is optional but I suggest you do). After you heal at the Pokemon Center, go to the Galactic Warehouse. (You will see it when you get to Veilstone City). Team up with Dawn or Lucas to beat the Galactic Grunts, and go in the warehouse and pick up HM02!

first if you are in celadon city go near the cycling road and use cut on the tree there when you go there, there are couples who will battle you their pokemons are rapidash and ninetails after defeating them go to the pass go to the house and talk to her she will give you hm 02 fly. (you must first defeat the gym in vermillion city)

You have to go to cienwood city, beat chuck the gym leader, talk to the girl outside of the gym, and she gives you fly. If you talk to her before, she'll say something like, 'If you can beat the gym leader, then I'll give you the hm fly. Only after beating will I give it to you, since you can't use it outside of battle until you get that gym badge'.
