First, get the Good Rod in Fushcia City from the Fishing Guru who has the house that is the farthest South-East you can go, pretty much. Or, you could get the Super Rod from the Fishing Guru's younger brother on North- Bridge I think It's called. The one that Snorelax blocks off for most of the game. To get past him you get the Pokeflute from an Old Guy, you can look that up if you don't know how to get there. You also get an old rod, which MIGHT work but probably not. Go to Vermillion City, and start fishing, you might get a shellder. That's how I got mine.

If you don't want to, here are the places you can find them: In FireRed, you can get one by fishing in Route 25, Icefall Cave Entrance, Cinnabar Island, One Island, Lavender Town, Pallet Town, and S.S. Anne.
There aren't any in LeafGreen, you have to trade w/ FireRed.
In Pokemon D/P, they are in Route 205 south, Valley Windworks, and Fuego Ironworks when you fish with a super rod. The locations are the same for Pokemon Platinum.
In HG and SS, they are in Routes 20, 21, 26, 27, 41, and 47, Newbark Town, Vermillion City, Pallet Town, Cinnabar Island.
