in the safari zone in between route 121 and lilycove city just keep going north until u find a Surfing area go west the north a tiny little bit the head east then when u are about to stop surfing[hop off your pokemon] go north until u see a green area with a pokeball hop off your pokemon then take the item which contains the tm you are wondering how to get

you first go to the safari zone use the mach bike to get there quickly the path you cannot go through unless you have the mach bike the watery place after you got there use surf and go to the right corner you see a pokeball there its tm solarbeam( if you don't know what i mean go see leuroi's pokemon sapphire walkthrough right after he defeats wallace).
