You cannot get the Drives for Genesect until Genesect has been released because Genesect itself unlocks the event in which allows you to receive the Drives from a Scientist in the P2 Lab. In Pokémon White, after the point in which you have downloaded and picked up a Genesect from an official Nintendo distribution, the Scientist in the P2 Lab will give you the Douse Dive and the Chill Dive.
