You will find the HM Fly in Cianwood City. You have to defeat the trainer first, then go talk in the City (think it's the girl that's right outside the gym) and she will give you the HM you want :)

∙ 14y agoyou get it in the storage house in veilstone city after you beat the gym leader and the team glatic pepele that funney dude comes and bring's you inside and the item inbetwen the boxes and that's it hope tis helps
