There is no ruby rod in Pokemon Sapphire and Ruby. However there are three rods in the game; Old Rod, Good Rod and Super Rod in the following locations:
•Old Rod is located in Dewford Town. Unlike previous games, this fisherman does not live in a house or a hut. He is just walking right next to the gym.
•Good Rod is in route 118, east of Mauville City. Just walk to the right until you reach the coast, one of the men there will give you the Good Rod.
•Super Rod is located in Mossdeep City. It is located in a house on a mountain hill to the right of the gym. Left of the Space Center.
