Vulpix is found on Routes 7 & 8 and also in the Pokemon Mansion. Although it can only be gotten in Red Version via trade.
To be a Vulpix in Explorers of Sky, you would have to be a Relaxed nature and a female. Males cannot be a Vulpix. Oh, and you spelled vulpix wrong.
