1. Go to Ecruteak city, and enter the Dance hall.
2. Go to the far end of the room (farthest from the door) and defeat all 5 dancers.
3. Speak to the man in the Dance hall. He will say the he is very impressed and will give you Surf as a token of his appreciation.
4. Go to the southeastern end of Olivine City (Route 40).
5. Teach a Pokemon Surf and surf south, follow the path that the water leads you through until you reach Cianwood island.
6. Speak to the man in the hospital, he will give you a SECRETMEDICINE (or something like that)
7. Defeat the gym leader, and receive fly from the woman near the gym.
8. Take the SECRETMEDICINE to Olivine's gym leader, at the top floor of the lighthouse. She will return to her gym, and you will be able to challenge her and continue.
