It makes him look cool......unless you watch some tv series like Lois and clark, in which case he was found wrapped in the cape when he came to Earth as a child and so wears it as a hommage to his birth parents and the people of Krypton

He keeps it on him, at all times. Notice when he changes clothes, he always seems to have his stuff with him. Makes you wonder where he keeps it, doesn't it? Well, he actually keeps his suit in his pockets.

Because he was first drawn in the late 30's ... and capes were considered debonair (cool). [Some people actually wore them, usually to formal affairs.]

It was fabbed in part from the linings or heat-shield of his re-entry rocket capsule from krypton, as was his original costume. talk about stretch.
