As i know, you can't find pinsir in the safari zone. If you want it, you have to trade it from leafgreen or firered.
i cant find it either.. i have 199/199 Pokemon found and #167 is blank -.-...
maybe you can try to trade it from emerald version. Maybe you get one by changing coin in a small place beside the game corner.
