here is how you catch GROUDON in soul silver. first you must get the starter from prof.oak. then beat all kanto gyms. then obtain red orb from mr.pokemon. then go to the caves near battle frontier. one cave will have groudon!

first you need to get the red orb then go to route 47 go to the cave choose the leading down stairs then go to the embeded tower and groudon should be there
u can catch him in embedded tower after u defeat red groudon will be at lv50 n to get rayquaza just have groudon n kyogre n go to embedded tower again i am not sure if they must be in your team cause i havent fought red but i read this from a website

EDIT: YES YOU CAN. you have to beat Pokemon trainer red and the elite 4. then go to Mr.Pokeomon's house and he will give you the red orb. the n there is and island off the coast of Cinawood city. find and enter the cave. when you reach the bottom, GROUDON WILL CHALLENGE YOU!!
