He could be anywhere on the Hoenn map in the grass. An easy way to catch him is to first get an acro bike (exchange at mauville city.) After that you go to a spot of grass that is weaker than your front pokemon. Hop on the acro bike (use b) and stay in one place. If he doesnt appear then u just go to the nearest place where it changes your route or city. Then go back to the same spot of grass and hop around again. Repeat the process. Eventually it should appear. If it doesnt sorry that is all i know.
