Lugia is in the top right whirl island cave. Once you enter there will be a ledge. You can either go up or down. If you want Lugia go up the top ledge. If you want to pick up some items first go down. When you go through the top one there will be a ladder. Go down and fallow the path. There will be another ledge there. DONT GO DOWN IT. There should be one more ladder. Take it and a bald guy will ask if you have the silver wing. Once he lets you threw go down the steps watch the cool cut scene and you will be ready. Lugia is flying and psychic type and it has a catch rate of 4%. I recommend that you bring at least 20 dusk balls. Best of luck. you don't need dusk balls just use the master ball you got earlier.
