The only way to obtain a Pikachu in Pokémon White (or Black) is to use Poké Transfer to transfer it to the game. Unfortunately, that means you have to finish the main storyline to obtain Pikachu in White (or Black) because the Poké Transfer in only available after the finish of the main storyline.
