Go to the Pokemon center just before rock tunnel (flash cave). It's in the power plant near route 10 but you have to surf there. At the end of the Power Plant maze in North East Kanto. He knows drill peck, detect, agility, and i think the last one is double team.
I suggest bring repels because there are lots of wild electric Pokemon and using rock type to beat or catch him.

Once you get surf, you can use it to get to the powerplant.
i managed to get zapdos with a pokeball.
