The best is Kadabra, catch an Abra north or Cerulean City. If you can trade it to another person and trade back it will evolve into Alakazam which is even better.
There are super strong Kadabras on Cerulean Cave (level 65-67) Good luck finding!

Since you can't do that until after you beat the game, I would suggest training an Abra.

∙ 12y agoYou can find abra on route: 24 and 25 but it is fairly uncommon (15%) on both routes. You can also buy it in Rocket game Corner in Celadon city for 180 coins.
