You can't actually catch it. You go to Celadon City. There is a door behind the Celadon Mansion where you got the tea from the old lady. Go up the stairs and there will be a room. there is a PokeBall. It is a Eevee.

The trainer Skier Lexi on Route 217 has Eevee's evolution in Pokemon Platinum. The trainers on Route 212 and 214 also have Eevee.
