Where is all of the legendary Pokemon in Pokemon Platinum?

Ummm... You must mean legendary dogs (because there are no legendary cats...) And you find them while randomly walking in the grass in any area. (Not in a cave, water, long grass or building.)

You can also find them in Fire Red and Leaf Green. But you can only obtain one without cheating. The one you get is based on the weakness of your starter. Ex. If you started with Totodile or Squirtle, you would find Raiku randomly in the wild.

Edit-ness: ^They actually are cats, but they are just referred to as legendary dogs for some reason. Suicune is like a cheetah, I think, Entei a lion, and Raikou a sabertooth.

Anyway, I remember looking for them all the time in Crystal, I realized it worked out better when I didn't try to find them, [though it would suck to have a low level Pokemon out and encounter one]

Considering they are all level 40 in the wild, make sure you have someone that level-ish that can attack first. They move every time you enter a new location, and I think flying makes them jump farther away from one point to another.

you go to dawn and then talk to her 25 times. (you have to have beaten the Pokemon league.) Then save and fly to the Pokemon league and challenge the bug guy. Right when you kill his first Pokemon, turn off your game. you are going to be in front of Dawn. Then talk to her five more times and walk 3 steps north, 1 step south. Your menu will suddenly pop up. Cancel it, and then you will fight Suicune. After suicine, its entei. Catch it and then if you walk 2 steps up and press the A button, Raikou will appear. (It works trust me.) Ive tested it, and it works.

The three beasts are Raikou, Entai, and Suicune. You can't get them without migrating them.

Yes, they'll roam around Sinnoh after speaking to Professor Oak in Eterna City, which you can do after getting the National Pokedex and visiting Pal Park.
