In Pokémon Black, the in-game Legendary events are in N's Castle which is where Reshiram will appear at, Cobalion within Mistralton Cave, Terrakion in Victory Road, Virizion in Pinwheel Forest, Landorus by the Abundant Shrine, Kyurem within the Giant Chasm and Tornadus. For Tornadus, you can only get it after beating all 8 Gym Leaders and approaching Route 10. After that you will need to go to Route 7 until the cut scene cuts in. After the cut scene ends, exit the house and continue right and you'll run into an overworld Sprite of Tornadus. Approach it and it'll fly off. Now you will be able to run into it across the Unova region. In order to get Landorus, you will need to caught your in-game Tornadus and trade for a Thundurus and have both of them in your party once your interact with the Shrine.
