The Cerulean Cave is in Cerulean City. You have to surf from a place around Cerulean Cape down to the Cerulean Cave. The Cerulean Cape is north of Cerulean City across the bridge.
Go to the north end of the nugget bridge then left down the grass and follow the mountain to it. Btw you'll need flash and you can find Mewtwo in it.

∙ 13y agoYou can find Cerulean Cave nearby the golden bridge in Cerulean City. The entrance is on a little patch on land, so you will have to use Surf to reach the cave. You cannot enter the cave until you have defeated Red at Mt. Silver. Then you can be allowed to enter the cave. Later on in the cave you can see that alot of legendary Pokemon from Kanto appear after you have defeated Red.
