In order to capture Latios, you must have already defeated the Elite Four. While walking around in the grass he will appear...after a long time. Search your pokedex to find his current location.

after you beat the elite 4 your game will save then turn it off and then back on you will be in your room then go and watech your tv and it will say something like breacking news there have been reports of a blerry red or blue object flying all over the continent then you can go out side and it wil be a random encounter in the grass so it can be any where you can fight Pokemon in the wild

you can't get latios in heart gold unless you have the soul dew event or you trade him from soul silver. ( or you can use a action replay )
