Loudred can be found at the top of mt. coronet, by using the pokeradar in the grass. It also can be found on the third floor. It is at level 39 or 40 and you have a 22% chance of encountering it.

you can find Loudred in the Panaula cave at Wintown. when you have to rescue Swinub, instead of going to the left on the slide, go to the right and if you don't fall through a hole, you will end up next to Loudred!

You need to migrate it from Pokemon ruby emerald or sapphire.
