(This is known as a Roaming Pokemon like Raikou, Entei, and Suicune in the Generation II games.) When you reach its current location and it haven't move, you will need to walk in the Tall Grass or surf on the water to find it. However, if your Pokemon is slower, Mesprit will flee before you can use a move.
