Mesprit can be found in Lake Verity after encountering Dialga, but as soon as you interact with it, it'll show its Pokedex picture, then teleports away. Mesprit can now be tracked down using the Map Poketech App. You can see that Mesprit travels around Sinnoh and may teleport away when you reach its current location. (This is known as a Roaming Pokemon like Raikou, Entei, and Suicune in the Generation II games.) When you reach its current location and it haven't move, you will need to walk in the Tall Grass or surf on the water to find it. However, if your Pokemon is slower, Mesprit will flee before you can use a move.
