It's quite simple, really. Even though I had trouble finding it too, haha! First, you need to be in Cerulean City in the Kanto region. If you start out at the Poke Center, you would go left, and then up. Then you would go right, and you go up and keep going up until you find a golden bridge. That's it ;D Hope this helped.
