First catch suicune in the burnt tower in eckruteak city then when you get the master ball find raikou or entie and use the master ball to catch it then get a load of ultra balls and/or fast balls (from Kurt) and go looking for the other one. make sure you have a Pokemon the can put entie or raikou to sleep Note: this Pokemon must have great speed and must be at least level 45. after you have caught the 3 legendary dogs go to celedon city Pokemon center and talk to eusine he'll say he's heard a rumor about a rainbow colored Pokemon. after he departs go to the tin tower and talk to the guy with his back to the wall. he will say take this it will keep you safe and he'll give you the rainbow wing the the stairs will appear and you can navigate your way through the tin tower in search of ho-oh. once you find him he'll be level 60 and will know fire balst, sunny day, gust, and recover.
