Firstly -- Go to Kanto PowerStation to do this head east from Cerulean City, you need a Pokemon able to use SURF once you get to the Power Station by going down the River the police man will say a man-in-black has been spotted in Cerulean City - go back to Cerulean head to the Gym and follow the man, Follow him until he tells you about something about an enflatible tube.

Next go to Cerulean Gym and Surf to the area only reachible by doing so, keep pressing A until you get the missing peace now go back to the power station and give the manger the peace.

Next head to Lavender town's radio tower- talk to a guy and he'll give you a extra radio station- go to Digletts cave, open your Poke-Dex and open your radio, drag the dot to the top - playying poke-Flute press A on the huge thingy - It'll attack you at level 50- try to catch it!

Next complete Digletts cave and head south until you reach the small town of Pallet!

you may need to complete some gym leaders in KANTO first!

Im not sure if its the same in heart gold or not... but in soul silver you go fix the power plant.... go to lavender town and talk to the old guy in the radio tower to upgrade your radio.... then you go to the sleeping snorlax just out side of vermilion city and play the station titled "pokeflute"(top middle). then the snorlax will wake up (lvl 50) and after you beat him(or catch) you enter the cave that should lead to pallet town...

All you have to do is get the part from the team rocket grunt then go to the power plant (Go east from Ceurlean city surf on the water then surf south) then you go to the manager by the genarator give him the part then go to lavender town go into the radio station and talk to the man that was running around when you first saw him and he will give you a radio card then go south and get to the snorelax that was blocking your path and go to the pokegear into the radio go all the way to the top wait a second then exit out then talk to the snorelax it will fight you ( I Suggest catching it) then go into digglets tunnel (Make sure you have a Pokemon with cut in your party) go through digglets tunnel and cut the trees and go south towards viridian city keep going south fight some trainers and get to Pallet Town i know this sounds like a lot but it's not good luck

You beat the Elite Four, then you talk to your mom. She will say go to Olivine City. Go there and get on the boat. It will go to Kanto. You will arrive in I think it is Vermillion? Anyways, from there you can get to Pallet Town by Surfing.

In order to go to Pallet Town, you have to go to

Vermilion City, wake up snorlax and enter the

diglett cave.
You need to get to Pewter city. Then go down through to Viridian on to route 1 and then your there.

I'll give you some directions on how to get there:

after you beat the Elite 4, take the ship in Olivine City to Vermilion City. Once you travel all around and get to Lavender Town, go in the Radio Tower and talk to the Gentlemen in there. Now go to Vermilion City again and go to the East exit. Hey, look a Snorlax! Wake it up with your Poke flute and Capture/Defeat it. Use this cave (Diglett's Cave) to get to Pewter City. Now head South. Soon you'll be at Viridian City. Head South again. Now you'll arrive at Pallet Town with three houses. Red's House (North West), Blue's House (Viridian's Gym Leader) (North East), and Professor Oak's Research Lab (South East).

Or you could just check your map once you reach Route 27.
